TrueContext™ is Rietta Inc.’s name for the analysis in its Metadata Minder platform that examines the web pages linking to a document for evidence that the document is stored in an area clearly identified as archived, as the ADA Title II archived web content exception requires.

Purpose

One of the four criteria for archived web content in 28 CFR § 35.104 concerns where the content is kept. It must be “organized and stored in a dedicated area or areas clearly identified as being archived.” Whether a document meets that criterion depends on the website that links to it, so it cannot be determined from the document file alone.

Method

TrueContext evaluates the URL structure and visible content of each web page that links to a document for signals that establish an archive section, such as a path segment like /archive, a visible archive banner, or page copy declaring the content historical and no longer maintained. Pages that link to a document without a confirmed archive designation are reported for review. Whether an area is clearly identified as archived remains a decision for the public entity and its counsel.

History

Frank Rietta coined the term in June 2026 while developing Metadata Minder for Rietta Inc. It appears publicly in What Is Title II of the ADA? (Rietta, October 2026) and in ADA/WCAG Document Accessibility Audits for Government (Rietta, October 2026).
